Steam_Water_Usage_Plus_5_PC_of_last_Month
This algorithm compares steam water usage this month with usage from the previous month. It produces a true result, indicating
that an exception exists, if the total steam water usage for this month is greater than the total monthly usage for the previous
month by more than 5%.
