Steam_Water_Usage_Plus_10_PC_of_last_Month
This algorithm compares steam water usage this month with usage from the previous month. It produces a true result, indicating
that an exception exists, if the total steam water usage for this month is greater than the total monthly usage for the previous
month by more than 10%.
