Steam_Usage_Plus_10_Percent_of_last_Month
This algorithm compares steam usage this month with usage from the previous month. It produces a true result, indicating that
an exception exists, if the total steam usage for this month is greater than the total monthly usage for the previous month
by more than 10%.

The algorithm uses two rollup blocks, numeric constant, calculation and switch block to calculate the result.
