Electric_EUI_Exceeds_Yearly_Target
This algorithm evaluates electricity usage over the period of this year. It returns true if the yearly electric EUI for the
site exceeds the target EUI (Energy Use Intensity, or energy per square foot per year). EUI is based on last available Area.
A false result indicates that EUI did not exceed the yearly target.
